Problem definition: Mobile network sharing mandates have become an important regulatory instrument to enhance connectivity, reduce infrastructure costs, and promote competition in the telecommunications sector. However, these mandates have also raised concerns among Mobile Network Operators (MNOs) regarding heightened operational complexity and diminished network control. Although these network sharing initiatives are costly and many have failed to achieve their intended goals, their effectiveness remains uncertain in the literature. Methodology/results: Using a proprietary global panel of MNO data, we employ a difference-in-differences design to estimate the causal effects of government-issued sharing mandates on MNOs’ operational performance, with a focus on the classic cost–quality trade-off. We find that the asymmetric effects of mandated sharing depend critically on market conditions. In competitive markets, sharing mandates increase operating cost but enhance service quality—consistent with the classic cost–quality trade-off. In contrast, in concentrated markets, mandates reduce cost without improving quality. Further analyses reveal that in concentrated markets, the insignificant overall effect of sharing mandates on service quality results from offsetting impacts—quality improves for dominant MNOs but deteriorates for smaller fringe MNOs. Revenue effects remain insignificant, suggesting that sharing mandates primarily reshape operational outcomes rather than financial performance. Managerial implications: Our study extends the literature on resource sharing and MNO operations by demonstrating the uneven effects of mandated sharing across market structures and firm standing. We offer actionable insights for MNOs to proactively prepare for anticipated sharing mandates and for governments to design sustainable sharing frameworks. For managers, our findings underscore the importance of anticipating coordination costs and competitive shifts arising from sharing regulations. For policymakers, the findings caution against one-size-fits-all mandates.

Lu's research has appeared in Manufacturing & Service Operations Management, Journal of Operations Management, Production and Operations Management, Decision Sciences among others. He serves as a Department Editor (Operational Systems) for Journal of Operations Management and as an associate editor for both the Decision Sciences Journal and the Journal of Supply Chain Management.
