“Digital economy” has been written into the report on the work of the government four times. In 2021, the "Construction of Digital China" is planned in the 14th Five-year Plan, which will lead the digital economy to accelerate into the "second half”! Digital economy will become the key driving force of the economic transformation and high-quality development of the whole country. 

This paper is the preliminary result of the industry research team, and discusses how to develop the digital economy in the major urban agglomerations in China.

The "14th Five-year Plan" has planned the development of strategic emerging industries and clearly indicated the direction of industrial digitalization.

In the process of regional economic development, it is the top priority to accelerate urban intelligent upgrading, corporate digital transformation and industrial cluster innovation based on technological innovation. At the same time, new infrastructure has become the cornerstone for the construction of new smart city, and the intelligent facilities supporting the intelligent upgrading of industry and society will become the future growth point.

I. With trials in the three major urban agglomerations first, regional integration will drive industrial economy. 

Beijing, Tianjin and Hebei

Beijing: holding to the direction of intelligent manufacturing and high-end manufacturing and strongly developing strategic emerging industries such as integrated circuits and new energy intelligent vehicles, to make a forward-looking deployment in future industries. Accelerating the digital empowerment for enterprises. 

Tianjin: accelerating the construction of modern industrial system

Hebei: jointly developing a new pattern of coordinated development of Beijing, Tianjin and Hebei

Changjiang (Yangtze) River Delta

Shanghai: increasing infrastructure investment in emerging industries such as the fifth generation mobile communication and industrial Internet, doubling the scale of the three leading industries of integrated circuit, biopharmaceutical and artificial intelligence, accelerating the development of six key industries such as electronic information and high-end equipment, and fully implementing the intelligent manufacturing action plan

Jiangsu: accelerating the expansion of high-tech industries, cultivating new industrial clusters, and accelerating the development of industrial core software in advantageous manufacturing industries

Zhejiang: vigorously developing the pilot zone for innovation and development of national digital economy

Anhui: jointly developing the Changjiang River Delta scientific and technological innovation community

Guangdong, Hong Kong and Macao 

Guangdong: building a new generation of ten strategic pillar industrial clusters, accelerating the cultivation of ten strategic emerging industrial clusters, accelerating the promotion of digital industrialization and industrial digitalization, and promoting the deep integration of digital economy and industrial economy

Hong Kong: taking the development of Guangdong-Hong Kong-Macao Greater Bay Area as the breakthrough point, and actively becoming a participant of domestic circulation and a promoter of international circulation

Macao: actively cultivating emerging industries and promoting industrial upgrading and transformation

Digital characteristic industries in other parts of China

Shandong: vigorously developing new models such as intelligent manufacturing and focusing on advantageous fields to build the industrial chain

Qingdao: promoting the upgrading of manufacturing industrial base and the modernization of industrial chain

Chongqing: accelerating the construction of world-class industrial clusters such as automobile and electronics

Fuzhou: accelerating the high-tech industrial clustering of “Creativity, Entrepreneurship and Innovation Park”

II. Industrial-digital integration 

Industrial-digital integration means the deep integration and common development of digital industry and real industry in technology, management, business model, industry practice accumulation and other fields, and its essence is comprehensive innovation.

Industrial cloud provides core driving force for industrial-digital integration. 

Industrial cloud is an urban industrial empowerment platform based on cloud infrastructure, integrating industrial ecological resources to provide technology, solutions and industrial practice services. It is creating new value for urban industrial clusters.

At present, Huawei Industrial Cloud has landed on more than 120 innovation centers and industrial cluster research bases, worked with more than 300 partners, and helped more than 17000 manufacturing enterprises to carry out digital transformation deeply with five major manufacturing scenarios: research, production, supply, marketing and service, covering more than 15 industrial clusters.

At the same time, the new space of digital economy has been extended to rural areas. Based on the reality, with the help of modern information technology, it promotes the transformation of rural industrial economy.

In the field of people's livelihood, it is necessary to improve the top-level design of smart healthcare, accelerate the formation of new medical and health formats, and accelerate the construction of regional health information platform and data sharing and exchange platform.

With the rapid development of China's digital economy, industry digitalization has become a new direction for the development of digital economy. Industrial Internet provides the key infrastructure support and industrial ecological foundation for industrial digitalization and cultivates a number of industrial Internet technology innovation enterprises, system solution suppliers and operation service providers. In the next stage, it is a new front of development to create a number of development models and typical application scenarios that can be replicated and popularized.
