We study a model of competitive admission behavior among doctors and test its implications using a comprehensive data set from the cardiology unit in a hospital. The admission decision is made by each doctor who is assigned a number of dedicated hospital beds. However, a doctor can borrow beds from others if her dedicated beds are all occupied. Our model shows that the admission behavior critically depends on the magnitude of the borrowing cost. Consistent with our theoretical predictions, we find that in practice, a doctor tends to admit less severe patients when other doctors' capacity utilization is higher, indicating the presence of competitive admission behavior. Our paper helps researchers and practitioners better understand the role of borrowing cost in service settings with a decentralized admission control system but partial pooling.
